<br />Regular City Council Minutes - 06/09/03 <br />Page 17 <br /> <br />3) What can be done in conjunction with other <br />government entities (i.e., other Fire Departments, <br />Ramsey County Sheriff; and other Police <br />Departments), particularly as related to weapons of <br />mass destruction, with further information needing <br />to be provided. <br /> <br />Councilmember Maschka opined that Council could direct <br />staff to return with several scenarios determined by the <br />level of service, providing funding sources; and personnel <br />and equipment requirements and costs. <br /> <br />Councilmember Maschka suggested that staff look at <br />quantifying on two (2) levels, and pursuing either case, <br />during which time the Council could seek public <br />comment. Councilmember Maschka suggested three steps <br />in the process: <br />1) Staff look at the three scenarios outlined by the <br />Mayor, including proposed funding sources, <br />equipment and personnel needs for all three <br />2) Investigate pursuing joint options with other <br />communities or agencies; or <br />3) Allina providing an increased service level at a cost <br />to the City. <br /> <br />Further discussion included addressing the proposed goals <br />for improving response times; training levels; a way that <br />delivers a better return on taxpayer monies; <br />accommodating a "first hour stand alone" benchmark; and <br />how best to direct staff to proceed. <br /> <br />Goal #1 (was #3 on proposal) <br />Klausing moved, Maschka seconded, in concept, Public <br />Safety Goal # 1, "Be Prepared to handle natural and man- <br />made disasters and other large-scale emergencies, focusing <br />on a stand alone first hour." <br /> <br />Roll Call <br />Ayes: Kough, Schroeder, Klausing, Maschka and <br />Kysylyczyn. <br />Nays: None. <br />
