<br />Regular City Council Minutes 06/09/03 <br />Page 3 <br /> <br />Brian LaCroix, Executive Director of Allina Medical <br />Transportation, spoke in favor of a joint police-fire first <br />response system. He described the Primary Service Area <br />(PSA) system, whereby Allina receives all Emergency <br />Medical Service (EMS) calls from Roseville residents. He <br />talked about predicting the location of the next call for <br />EMS services. He talked about the trend of EMS calls, <br />which in Roseville is trending upward given our aging <br />population. He also described the most frequent reasons <br />for EMS calls in Roseville: first, cardiac calls; second, <br />unknown medical; third, falls. <br /> <br />Councilmember Maschka asked about the different levels <br />of health care certification: First Responder, EMT, and <br />Paramedic. First Responders have 40 hours of basic first <br />aid training. EMT's have a limited ability to use <br />medications. Paramedics can start airways, use a wide <br />variety of medications, and undertake more in-depth <br />medical assessments of patients. <br /> <br />Police Chief Sletner spoke to the advantages of a joint <br />fire-police first response.
