North Heights Lutheran Church and School, Concept <br />for Planned Unit Development (PUD) and Rezoning, <br />2701 Rice Street North (PF 3449) <br /> <br />10.1 <br />Kough moved, Schroeder seconded, , holding first reading <br />of an ordinance rezoning the North Heights Lutheran <br />Church property from Single-Family Residence District <br />(R-l), to Planned Unit Development (PUD), with an <br />underlying zoning of Single-Family Residence District (R- <br />1); with final approval of the rezoning occurring at the <br />time when'the Roseville City Council approves final plans <br />and documents. <br /> <br />Community Development Director Dennis Welsch <br />provided a review of the PUD proposal, with visuals; <br />advising that the previous interim use permit to allow for <br />additional classrooms was no longer in existence. <br /> <br />Mr. Welsch advised that the Planning Commission, on a 5- <br />2 vote, recommended acceptance of the Concept Plan, <br />subject to conditions, following lengthy discussion <br />regarding the additional traffic on Woodbridge due to the <br />ingress/egress to the North Heights property; additional <br />parking required due to multi-use on the site; lighting <br />ramifications to the neighborhood; and placement of <br />mechanical equipment increasing the overall building <br />height. Mr. Welsh further advised that the Planning <br />Commission had directed the applicant to include a gate <br />on the parking area and increase the height of the berm to <br />further shield neighboring properties. Mr. Welsh noted <br />that the applicant was proposing that the construction <br />would occur in two (2) phases; and that the new facilities <br />should serve to reduce noise impacts to residents from the <br />intersection traffic.
