Regular City Council Minutes - 06/09/03 Page 5 Councilmember Maschka sought clarification on the proposed demolition phasing schedule. Mr. Welsch responded that the existing parking remained until the new sanctuary was constructed; and met current City code; and called forth the applicant to further address their anticipated phasing. Mr. Ken Kerns, representing North Heights Lutheran Church Mr. Kerns advised that, as a member of the congregation for twenty-seven (27) years, he was familiar with the site and history of church. Mr. Kerns clarified that only a southern portion of the school was scheduled for demolition; the oldest portion of the existing building which had structural problems (referred to by the applicant as the "old vault building"). Mr. Kerns anticipated that the school demolition and subsequent reconstruction would occur first, possibly by the spring of 2005 depending on fundraising efforts by the congregation; and the northern portion anticipated within ten (10) years, perhaps earlier if fundraising efforts were favorable. Further discussion between Councilmember Maschka and Mr. Kerns included accommodation of classes during the phased construction, with use of the church's Arden Hills campus and neighboring Northwestern College facilities; anticipated expansion of the school from a K-8 to a K -12; current school enrollment estimated at 240 students, with the school recently having expanded from K-6 to K-8; the applicant anticipating a long-term K-12 enrollment of 900 students; and the numerous unknowns at the time of this Concept PUD. Councilmember Kough expressed his approval for the planned site improvements, but expressed concern regarding the time table and impact on the neighborhood during a lengthy construction time table; additional paved parking areas; and water runoff issues.
