<br />Regular City Council Minutes - 06/09/03 <br />Page 5 <br /> <br />Councilmember Maschka sought clarification on the <br />proposed demolition phasing schedule. <br /> <br />Mr. Welsch responded that the existing parking remained <br />until the new sanctuary was constructed; and met current <br />City code; and called forth the applicant to further address <br />their anticipated phasing. <br /> <br />Mr. Ken Kerns, representing North Heights Lutheran <br />Church <br />Mr. Kerns advised that, as a member of the congregation <br />for twenty-seven (27) years, he was familiar with the site <br />and history of church. Mr. Kerns clarified that only a <br />southern portion of the school was scheduled for <br />demolition; the oldest portion of the existing building <br />which had structural problems (referred to by the applicant <br />as the "old vault building"). Mr. Kerns anticipated that the <br />school demolition and subsequent reconstruction would <br />occur first, possibly by the spring of 2005 depending on <br />fundraising efforts by the congregation; and the northern <br />portion anticipated within ten (10) years, perhaps earlier if <br />fundraising efforts were favorable. <br /> <br />Further discussion between Councilmember Maschka and <br />Mr. Kerns included accommodation of classes during the <br />phased construction, with use of the church's Arden Hills <br />campus and neighboring Northwestern College facilities; <br />anticipated expansion of the school from a K-8 to a K -12; <br />current school enrollment estimated at 240 students, with <br />the school recently having expanded from K-6 to K-8; the <br />applicant anticipating a long-term K-12 enrollment of 900 <br />students; and the numerous unknowns at the time of this <br />Concept PUD. <br /> <br />Councilmember Kough expressed his approval for the <br />planned site improvements, but expressed concern <br />regarding the time table and impact on the neighborhood <br />during a lengthy construction time table; additional paved <br />parking areas; and water runoff issues. <br /> <br />Mr. Welsh advised that the water runoff issues required <br />
