<br />Regular City Council Minutes - 06/09/03 <br />Page 6 <br /> <br />approval of and permitting by the Watershed District; and <br />that the PUD would include conditions regarding removal <br />of demolition materials and response to neighborhood <br />concerns during the construction process. <br /> <br />Further discussion included the location of current and <br />future holding ponds or water holding areas on the site; <br />with further engineering in process at this time. <br /> <br />Councilmember Schroeder expressed several concerns <br />related to the site, including current parking not being <br />adequate, with Sunday parking using a private lot across <br />Rice Street, creating numerous safety issues; and <br />suggested that current parking was inadequate and <br />questioned whether the site could accommodate a <br />proposed 1200 seat sanctuary, given additional student <br />drivers and users of the facility. Councilmember <br />Schroeder opined that parking needed to be done on site, <br />not using Woodbridge. Councilmember Schroeder also <br />expressed concern regarding the phasing of the parking <br />during the construction proj ect. <br /> <br />Councilmember Schroeder further questioned whether it <br />was appropriate to request neighbors on Woodbridge to <br />absorb additional traffic due to additional driveway egress; <br />and questioned the traffic impacts with students using off- <br />site facilities; and anticipated track and field sports <br />activities. <br /> <br />Mayor Kysylyczyn questioned the current ratio of 3.5 <br />people per parking space and whether that specification <br />would be appropriate during the construction process. <br /> <br />Mr . Welsch advised that additional parking will be <br />accomplished during the construction project; and <br />additional parking will be required only if the larger <br />sanctuary becomes a reality, with current K-8 enrollment <br />not affecting the parking needs, and only in an estimated 8 <br />- 10 years when the school is expanded to K -12 would the <br />parking on the north end of the site be needed. <br />
