<br />Regular City Council Minutes - 06/09/03 <br />Page 7 <br /> <br />Further discussion including Councilmembers expressing <br />additional concerns regarding the extensive phasing <br />anticipated for the project and tonight's request for only <br />for concept approval; and possible splitting of the <br />requested action. <br /> <br />Councilmembers Kough and Klausing concurred <br />regarding the concerns for projecting a concept plan for <br />ten (10) years down the road, while recognizing that the <br />construction itself would not be occurring over a ten (10) <br />year period. <br /> <br />Councilmember Maschka simplified the actual request as <br />being one of rezoning of the entire site from R-l to a <br />Planned Unit Development (PUD); then approval of a <br />concept plan, and questioned whether it would be <br />advantageous to split the concept plan into two phases. <br /> <br />Mayor Kysylyczyn questioned the viability of the Phase II <br />portion of the project as presented, and whether it required <br />minor adjustments or maj or revisions. <br /> <br />Councilmember Maschka concurred on the intensive use <br />of the site upon completion of both phases of the project, <br />and the amount of asphalt and required stormwater <br />drainage represented; but recognized the difficulty for the <br />applicant in fundraising attempts without Council approval <br />of a general concept plan. <br /> <br />After further discussion regarding the phasing of the <br />project, Community Development Director Welsh outlined <br />the requested action under staff report item 10.1, opining <br />that a PUD process on the entire site provided more <br />development control for the City. <br /> <br />Mayor Kysylyczyn spoke in favor of the requested 10.1 <br />motion. <br /> <br />Further discussion included the City's statutory obligation <br />related to a concept plan. <br />
