<br />Regular City Council Minutes - 06/09/03 <br />Page 8 <br /> <br />Community Development Director Welsh advised the <br />PUD process included three steps: <br />1) Sketch plan review; <br />2) Concept approval; and <br />3) Final approval. <br /> <br />Mr. Welsch advised that the Council could determine <br />whether to direct staff and the applicant to hold on concept <br />approval for Phase II until it was closer to fruition. <br /> <br />Mayor Kysylyczyn called the 10.1 motion. <br /> <br />Roll Call <br />Ayes: Kough, Schroeder, Klausing, Maschka and <br />Kysylyczyn. <br />Nays: None. <br /> <br />lO.2(a) <br />Maschka moved, Kough seconded, directing staff to bring <br />forward a final Planned Unit Development (PUD) plan on <br />Phase I for North Heights Lutheran Church, consisting of <br />a three-story K-12 school; 750 seat auditorium and/or a <br />400 seat gymnasium; offices; support rooms; and eighty- <br />three (83) parking spaces on the southwest comer of the <br />site; and associated site improvements for the property <br />located at 2651 and 2701 Rice Street. <br /> <br />Mayor Kysylyczyn clarified the motion for public <br />information that this action was related to Phase I only; <br />and opened the meeting for public comment on the <br />pending action. <br /> <br />Urban Anderlie, 2665 Woodbridge Street <br />Mr. Anderlie stated that, as a 41-year resident on <br />Woodbridge, he was concerned about the proposed <br />entrance/exit for the staff parking lot; opining that even as <br />a current staff parking lot, their neighborhood experienced <br />substantial traffic on Woodbridge, and with anticipated <br />increased traffic with parents dropping off chief children <br />in the morning and picking up in the afternoon, the <br />problem would be even more extensive.
