Mr. Beets advised that <br />normal notice would be followed in this case as well. <br /> <br />Maschka moved, Pust seconded, approval of an agreement <br />between the City of Roseville and Ron Anderson, for <br />Police and Fire Training Exercises at 952, 960, and 978 <br />Parker Avenue, in conjunction with Mr. Anderson's razing <br />of the structures to facilitate future development. <br /> <br />Roll Call <br />Ayes: Kough; Pust; Ihlan; Maschka and Klausing. <br />Nays: None. <br /> <br />4.a <br /> <br />Approve Twin Lakes Expenditures that are 1000/0 <br />Reimbursed by the Developer <br />City Manager Beets noted that the requested payment was <br />part of the Twin Lakes Redevelopment Agreement, having <br />been paid by the City and scheduled for reimbursement by <br />Rottlund Home. <br /> <br />Maschka moved, Pust seconded, approval of the following <br />claim as presented. <br /> <br />Total ACH Payment I <br /> <br />$15,079.20 I <br /> <br />Councilmember Ihlan spoke in opposition to the motion; <br />citing her continuing preference for funds to be placed in <br />escrow and paid directly by the developer. <br /> <br />Councilmember Kough questioned the amount and nature <br />of the expenditures when little evidence was apparent of <br />work starting in the development area. <br /> <br />Mayor Klausing spoke in support of the motion; noting the <br />protection of City interests by having financial analysis <br />performed on the proj ect; and further noting that nothing <br />that has been submitted by staff for payment had not been <br />reimbursed by the developer to-date. <br /> <br />Twin Lakes <br />Expenditures <br />1000/0 Reimbursed <br />by Developer <br />
