<br />City Council Regular Meeting - 03/13/06 <br />Minutes - Page 8 <br /> <br />various scenarios presented by Mr. LeTendre were not under <br />consideration; that the proposed wouldn't lower the neighboring <br />property values; and that the positives far outweighed the <br />negatives with this request being granted. Ms. Kelly-Summer <br />opined that Mr. Forman was a man of integrity and had revised <br />original plans to accommodate neighborhood concerns. Ms. <br />Kelly-Summer asked that the City Council make a decision, one <br />way or the other, noting that there were people involved, not just <br />property and they needed to move on; that a civil solution was <br />what the City of Roseville was all about. Ms. Kelly-Summer <br />suggested that if there were ordinance amendments needed, this <br />be considered as a separate item; but opined that there weren't <br />many vacant lots in Roseville on which to build, and this offered <br />a solution for those wishing to remain in the community. <br /> <br />[7.1] <br />Pust moved, Maschka seconded, approval of a minor subdivision <br />for Jon Forman, Planning File 3699, (a three Parcel Minor <br />Subdivision as per City Code, Section 1104.04E) creating three <br />new parcels A, Band C (Parcel "B" to have the existing house) <br />with a parcel size of at least 15,000 square feet, based on the <br />findings in Section 5 and subject to the conditions of Section 6 of <br />the project report dated March 13, 2006. <br /> <br />Councilmember Ihlan spoke in opposition to the motion; citing <br />her interpretation of City Code indicated that the comer lot didn't <br />meet code; that an unreasonable interpretation was leading to an <br />absurd solution; and the City couldn't grant a minor subdivision <br />under City Code, Section 11 04.04E, without a variance; and that <br />no hardship existed for granting a variance. Councilmember <br />Ihlan opined that this request represented a serious policy issue <br />for the City of Roseville regarding subdivision of large lots; and <br />should be a concern of the entire community to preserve trees <br />and open space before they are lost. <br /> <br />Councilmember Pust spoke in support of the Inotion, opining that <br />the request did in fact meet the current ordinance as it now stood <br />on the books. Councilmelnber Pust concurred with <br />Councilmember Ihlan that subdivision provisions should be <br />discussed in the future. <br />
