<br />DRAFT - For Discussion Onlv <br /> <br />Proposal: Joint Entity - Business Information Management and <br />Technology Services <br /> <br />Proiect Summary: Ramsey County will facilitate, with the support and participation of <br />the Ramsey County League of Local Governments and the City of Saint Paul, a study of <br />the feasibility, opportunities, costs, and risks of developing a joint business information <br />management and technology entity to provide services to meet the business needs of <br />participating units of government and prepare, as indicated by the study, a plan for the <br />design and implementation of such a joint entity. <br /> <br />Proiect Goal: Create a joint entity to support the business information management <br />and technology needs of Ramsey County and participating cities/municipalities. <br /> <br />Hvpotheses: <br /> <br />1. A joint entity providing services to participating units of government can provide a <br />cost-efficient and effective altemative to separate management and delivery of <br />current services; and <br /> <br />2. Development and ownership of a joint entity can increase the partner/owner access <br />to new/enhanced technical alternatives to meet business needs; <br /> <br />Assumptions (for the purpose of the study): <br /> <br />1. The services provided through the joint entity would be financed through fees from <br />partners/owners and other purchasers; and <br /> <br />2. The entity will be jointly owned and managed by partners. Services may be <br />available to other units of govemment who wish to purchase services but not <br />participate in the ownership/management of the entity. <br /> <br />Process: <br /> <br />The County Board will invite the Ramsey County League of Local Governments and the <br />City or Saint Paul to participate with the County in a study of the feasibility, <br />opportunities, risks, and costs of implementing a jointly owned and manag,ed entity for <br />the provision of business information management and technology services to future <br />participating units of government. <br /> <br />Participating entities will provide policy oversight and direction for the development of <br />this project through the designation of a representative to serve on a joint Project Policy <br />Board. . <br /> <br />Confidential Page 1 <br />JOINT PROPOSAL - DRAFf 6-25-03 <br />Last saved by Monroe.C <br /> <br />6/26/2003 <br />
