Councilmember Kough advised that he had sought and received solicitations for donations from five (5) civic organizations at $500, for a total commitment toward this proposed project of $2,500. Wally Meilenbeck(SP), 778 West Grandview Avenue, representing the Roseville Lions Club Mr. Meilenbeck (SP) spoke in support of the proposed signs; offered the club's financial commitment; and encouraged the signs as a symbol of the City's civic pride. Arnie Albrecht, 362 McCarrons Boulevard N, President of North Suburban Kiwanis Club Mr. Albrecht supported the concept of the proposed signs, and opined that there were three (3) issues needing resolution prior to City Council approval: 1) Eligibility of sponsors, recommending a tight definition for sponsors, allowing for equal opportunity to avoid divisiveness; 2) Maintenance plan, recommending an "Adopt-a-sign program for minor maintenance; and definition of major maintenance issue responsibility at the outset to avoid taxpayers being required to pay for civic club advertisement. Mr. Albrecht recommended that each club be assessed a fee for maintenance; 3) Location of proposed signs, with consideration given to major traffic areas; recommending a more sophisticated study that those done to-date to make that determination.
