<br />Regular City Council Minutes - 07/21/03 <br />Page 11 <br /> <br />discrimination concerns, graffiti-deterrent construction <br />materials, and maintenance concerns. Councilmember <br />Kough advised that he had sought and received <br />solicitations for donations from five (5) civic organizations <br />at $500, for a total commitment toward this proposed <br />project of $2,500. <br /> <br />Wally Meilenbeck(SP), 778 West Grandview Avenue, <br />representing the Roseville Lions Club <br />Mr. Meilenbeck (SP) spoke in support of the proposed <br />signs; offered the club's financial commitment; and <br />encouraged the signs as a symbol of the City's civic pride. <br /> <br />Arnie Albrecht, 362 McCarrons Boulevard N, <br />President of North Suburban Kiwanis Club <br />Mr. Albrecht supported the concept of the proposed signs, <br />and opined that there were three (3) issues needing <br />resolution prior to City Council approval: <br />1) Eligibility of sponsors, recommending a tight <br />definition for sponsors, allowing for equal opportunity <br />to avoid divisiveness; <br />2) Maintenance plan, recommending an "Adopt-a-sign <br />program for minor maintenance; and definition of <br />major maintenance issue responsibility at the outset to <br />avoid taxpayers being required to pay for civic club <br />advertisement. Mr. Albrecht recommended that each <br />club be assessed a fee for maintenance; <br />3) Location of proposed signs, with consideration given <br />to major traffic areas; recommending a more <br />sophisticated study that those done to-date to make <br />that determination. <br /> <br />Al Kehr, 988 West County Road D <br />Mr. Kehr spoke in support of the proposed SIgnS to <br />demonstrate the community pride; and applauded <br />Councilmember Kough's vision and initiation of this <br />proj ect. <br /> <br />Polly Frank, 1233 West County Road B <br />Ms. Frank spoke in support of what the signs represented: <br />community pride and the civic organizations' support and <br />
