<br />Regular City Council Minutes - 07/21/03 <br />Page 8 <br /> <br />operations at the facility. <br /> <br />Mayor Kysylyczyn advised Councilmembers that he and <br />the Public Works and Transportation Commissioners had <br />recently toured the plant, and were impressed with the <br />quality of the operation. Mayor Kysylyczyn questioned <br />whether it was prudent for staff to do a pilot single-sort <br />study as proposed, or solicit input from those communities <br />already using this collection system, and proceed <br />accordingly. <br /> <br />Mr. Boyum, from experience in other communItIes, <br />proj ected increased usage by residents in using a single- <br />sort system; and recommended eliminating the pilot <br />program and initiating a single-sort system for the entire <br />City, anticipating his ability to offer a cost less than that <br />quoted in his original RFP, as an incentive to the City <br />Council to avoid the study; enabling him to reduce his <br />operational costs, proceed with ordering equipment, and <br />preparation and distribution of educational information to <br />residents at his firm's expense with implementation of the <br />single-sort system in ninety (90) days to allow delivery <br />time for the equipment. <br /> <br />Mayor Kysylyczyn referenced the changes by Ramsey <br />County to property tax statements in the solid waste line <br />item explanation; and sought Council consensus on how to <br />proceed. <br /> <br />Councilmember Kough questioned who would provide <br />bins; with Mr. Boyum responding that his firm would be <br />take the responsibility for purchase and delivery of the <br />bins; and preparation and distribution of educational <br />literature. <br /> <br />Councilmember Maschka opined his support for moving <br />forward. <br /> <br />Mayor Kysylyczyn opined his support of moving forward. <br /> <br />Councilmember Klausing sought clarification of the <br />
