Councilmember Klausing opined his support of the single- sort method; but expressed concern that the Council Agenda and packet materials had indicated that no action would be taken at this meeting, and recommended delaying action to allow public notice and comment. At Mayor Kysylyczyn's request, City Manager Beets recommended delaying action to allow staff, Mr. Boyum, and the City Attorney to revise contract language to incorporate this component, and return for Council approval of those amendments; including the projected financial impact to residential customers and implementation schedule delineated in the contract language to meet public expectations. The consensus of City Manager Beets, City Attorney Anderson and Mr. Boyum was that they would attempt to refine the contract language for submission to the City Council at their July 28, 2003 regular meeting. Mr. Pratt reviewed various advantages and disadvantages of implementing the single-stream collection method, including higher cost of processing and higher residual; and the City's need to replace bins should they award bids to another vender upon the next contract renewal. Mr. Pratt also addressed previously-surveyed residential interest in this type of collection system; and concerns of the American Forest and Paper Product Association in the quality of paper that is the end product.
