Second Reading and Enactment of an Ordinance Extending the Hours of Operation for On-Sale Liquor Establishments to 2:00 a.m. Kough moved, Kysylyczyn seconded the Second Reading of an ordinance entitled, "An Ordinance Amending Title Three, Sections 302.09 and 302.10, Hours of Sale and Evacuation of On-Sale Establishments," allowing for a 2:00 a.m. closing time for all days of the week. Discussion items included the evacuation language and whether the ordinance needed revision to reflect language in conjunction with State Statute (i.e., .. . evacuation thirty minutes before the closure. . .). After discussion, Kough withdrew his motion, Kysylyczyn withdrew his second. Kysylyczyn moved, Maschka seconded tabling of the Ordinance, pending further research of Sections 302.09 and 302.10 by the City Attorney prior to the next meeting. Roll Call Ayes: Schroeder, Maschka, Kough and Kysylyczyn. Nays: None. Final Reading and Enactment of a Franchise Ordinance 1285 Ordinance and Second Reading of a Bus Bench Transit Shelter Ordinance Franchise & Kysylyczyn moved, Schroeder seconded final reading and enactment of Ordinance No. 1285 entitled, "An Ordinance Authorizing the City to Grant Non-Exclusive Transit Shelter Franchises." Public Works Director Duane Schwartz advised Councilmembers that the revised Ordinance provided as a bench handout incorporated the Public Works Commission's siting criteria and other minor changes recommended by City Attorney Anderson to Sections 15 and 22.
