Mr. Miller <br />summarized the budget by spending categories and <br />funding sources. Mr. Miller also projected the impact on <br />property owners' local taxes. Finally, Mr. Miller <br />compared the local tax burden in Roseville to other <br />metropolitan communities of similar size. <br /> <br />Councilmember Kough expressed support for continuation <br />of the fireworks display with funding assistance from <br />pursuit of increased and/or additional sponsorships. <br /> <br />Councilmember Kough further noted his intent that <br />motorcycles be added to the budget, but not additional <br />police officers. Councilmember Kough also spoke in <br />favor of City retiree health care benefits until retirees <br />reached age 65. <br /> <br />Councilmember Maschka commented on weaning the City <br />off state aid; opining that $350,000 was a good target to <br />cut, but phased in over a period of years; perhaps using <br />Arona sale proceeds. Councilmember Maschka further <br />opined that if state aid were returned to the City, he <br />favored dedicating it to specific projects and not general <br />operating costs. Councilmember Maschka supported <br />gradually adjusting local taxes upwards by $350,000, <br />while simultaneously reducing $350,000 in operating costs <br />as well. <br /> <br />Councilmember Schroeder praised Finance Director Miller <br />and staff for the budget book, opining that it was well- <br />organized and well-documented. Councilmember <br />Schroeder was troubled by City Manager Beets' <br />recommendations regarding personnel and requested <br />follow-up meetings to discuss those items. <br /> <br />Councilmember Kough commented on City salary <br />increases being the same, opining that weekend plowing <br />was a priority. Councilmember Kough expressed interest <br />in meeting with each department; and was not supportive <br />of reducing police and/or fire. <br />
