<br />Regular City Council Minutes - 7/28/03 <br />Page 3 <br /> <br />Councilmember Maschka wanted to look at administrative <br />tickets where the fines would not go to the State. <br /> <br />Mayor Kysylyczyn commented on the importance of snow <br />plowing and salt residue. <br /> <br />Councilmember Kough favored a labor pool among Public <br />Works and Parks & Recreation staff. <br /> <br />Mayor Kysylyczyn expressed concern regarding the use of <br />the Arona sale proceeds; opining that the monies were to <br />be earmarked for a community center. Mayor Kysylyczyn <br />requested accurate historical information. <br /> <br />Councilmember Maschka indicated that, as a <br />Councilmember at the time the Arona property was <br />purchased, he recalled that there was discussion of using <br />those proceeds for a community center. <br /> <br />Mayor Kysylyczyn also concurred with Councilmember <br />Maschka's suggestion for weaning local government off <br />state aid, and dedicating or earmarking any receipt of state <br />aid funds to special proj ects. <br /> <br />Mayor Kysylyczyn asked Finance Director Miller about <br />the calculations of the local tax rate, specifically as it <br />pertains to property valuation assumptions and mil rates. <br />Mayor Kysylyczyn also objected to tax comparison charts <br />as misleading. <br /> <br />Councilmember Kough asked about the percentage <br />increases in County and School District taxes. <br /> <br />Discussion ensued about how the Council wanted to <br />proceed. Council discussed starting at 5:30 p.m. on <br />August 4, 11 and 18, with e-mails or phone calls to staff as <br />the questions or concerns arise. <br /> <br />Kysylyczyn moved to start the regularly-scheduled August <br />4, 11 and 18 Council meetings at 5:30 p.m. to <br />accommodate budget discussions; with individual <br />
