<br />Regular City Council Minutes - 7/28/03 <br />Page 4 <br /> <br />questions between staff and Councilmembers identified <br />through phone and/or e-mail communication methods. <br /> <br />Roll Call <br />Ayes: Schroeder, Maschka, Kough and Kysylyczyn. <br />Nays: None. <br /> <br />Mayor Kysylyczyn talked about segregating the Fire <br />Relief, League of Minnesota Cities Insurance Trust <br />(LMCIT) insurance monies for Fire Relief; and the status <br />of unfunded liability for Fire Relief Association costs. <br /> <br />Mayor Kysylyczyn wanted to hear from the staff about <br />fees that make more sense than taxes for specific <br />programs. <br /> <br />IV. <br /> <br />Communication <br /> <br />A. Clarification of Voting Requirement for "Welcome to <br />Roseville" Sign Issue <br />Mayor Kysylyczyn called on City Attorney Scott <br />Anderson; who reported on the State Statute requiring a <br />2/3 majority vote for the acceptance of "gifts." City <br />Attorney Anderson opined that "Welcome to Roseville" <br />signs with service club logos were NOT a "gift," and <br />therefore the Statute and super-majority voting <br />requirements did not apply. <br /> <br />Recess <br />Mayor Kysylyczyn recessed the meeting at 7:21 p.m. and <br />reconvened the meeting at 7:30 p.m. <br /> <br />V. <br /> <br />Recognitions <br /> <br />A.
