Special City Council Minutes - 07/31/03 <br />Page 13 <br />personal lives. Mayor Kysylyczyn advised that protection <br />needed to be provided to individual Councilmembers from <br />personal vendetta and attacks by the majority. Mayor <br />Kysylyczyn advised that this was atime-sensitive matter <br />and needed to implement by November to be effective by <br />next year. <br />Mayor Kysylyczyn took back the gavel and presiding <br />over the meeting at 8:20 p.m. <br />City Attorney Anderson opined that, in his past review of <br />the civil liability coverage through the City's League of <br />Minnesota Cities Insurance Trust (LMCIT), he had <br />compared it to other coverage available, and found that the <br />City's officers and officials are covered to the maximum <br />extent available at this time. <br />City Attorney Anderson further opined that he found it <br />unlikely that an insurance policy was in existence that <br />would provide coverage for defense counsel in criminal <br />cases; but that he would like to review City Code, Chapter <br />105. <br />Mayor Kysylyczyn advised that the revisions to City Code <br />had been drafted by the previous City Attorney; and <br />Councilmembers had thought the document was legal. <br />Further discussion ensued regarding the Ethics <br />Commission; political game-playing; use of taxpayer <br />monies; and related issues. <br />Roll Call <br />Ayes: Schroeder, Maschka, Kough and Kysylyczyn. <br />Nay: None. <br />
