Special City Council Minutes - 0'7/31/03 <br />Page 14 <br />B. Agenda Amendment, August 4, 2003 Regular Council <br />Meeting, U. S. Bench Company, Agenda Item XF, <br />Final Reading and Enactment of a Bus Bench <br />Ordinance <br />Mayor Kysylyczyn noted that a letter had been received <br />from U. S. Bench Company requesting that the second <br />reading of the proposed ordinance, originally scheduled <br />for the August 4, 2003 regular Council meeting be <br />rescheduled for the September 15, 2003 regular Council <br />meeting. <br />Kysylyczyn moved, Maschka seconded rescheduling of <br />the second reading of an ordinance entitled, "An <br />Ordinance Amending Chapter 7, Section 703.05 of the <br />Roseville City Code Concerning Bus Benches," to the <br />September 18, 2003 regular Council meeting. <br />Roll Call <br />Ayes: Schroeder, Maschka, Kough and Kysylyczyn. <br />Nays: None. <br />C. City Prosecutor's Bill to City of Roseville <br />Mayor Kysylyczyn brought to the Council's attention the <br />City Prosecutor's bill to the City of Roseville on this issue; <br />expressing his concern that Mr. Meslow's of over $5,000 <br />for attempted prosecution of this case was misappropriated <br />by Mr. Meslow for using media contacts for his personal <br />political campaigning for Minnesota State Representative; <br />and recommended that the City Attorney be directed to <br />contact the State of Minnesota for a review of these ethics. <br />Mayor Kysylyczyn expressed his personal disapproval of a <br />political candidate billing a municipality for holding <br />interviews with the media and using that time to promote <br />their political campaign. <br />City Attorney Anderson noted that, when an attorney <br />represents a municipality, it was not infrequent for the <br />media to make contact regarding cases of interest and was <br />an industry-wide billing standard. <br />
