<br />Regular City Council Minutes - 08/04/03 <br />Page 10 <br /> <br />doing due diligence, staff detailed some of their concerns <br />about the contract language and cautioned <br />Councilmembers regarding performance of an independent <br />analysis of the market. <br /> <br />Mayor Kysylyczyn opened the Public Hearing at 7:37 p.m. <br />for public comment. <br /> <br />Tim Brownell, Co-President and CEO of Eureka <br />Recycling, Independent Contractor for the City of St. <br />Paul and Ramsey County Solid Waste and Recycling <br />Mr. Brownell advised his purpose in attending tonight's <br />meeting was to respond to residents and others regarding <br />single-stream recycling. Mr. Brownell advised <br />Councilmembers that his firm had conducted a fourteen <br />(14) month study for the Minnesota Office of <br />Environn1ental Assistance in conjunction with Energy <br />Processing Solutions that examined the efficiencies and <br />effectiveness of various collection methods and their <br />respective costs. <br /> <br />Mr. Brownell stated their findings were that the single- <br />stream method was not the most effective at curbside and <br />that a two- stream weekly collection would provide better <br />recovery and would prove more cost effective; with a bi- <br />weekly separation of materials collected would prove even <br />more cost effective. Mr. Brownell provided results of <br />those residents surveyed in the pilot area requesting their <br />critique of the manner of service provided; with their <br />expressed preference for single-stream. Mr. Brownell <br />advised that the bottom line was the available volume and <br />overall recovery, which the single-stream did not provide. <br /> <br />Mr. Brownell opined that the proposal before the Council <br />from Waste Management was fifteen percent (15%) above <br />current costs and encouraged Councilmembers to pursue <br />the pilot program as outlined in the original agreement, <br />which would allow time for review specific to the City of <br />Roseville, rather than make a long-term commitment to an <br />untested program. Mr. Brownell recommended that the <br />Council consider the landscape of service available and its <br />
