<br />Regular City Council Minutes - 08/04/03 <br />Page 11 <br /> <br />competitiveness in the future, given the significant <br />investment to implement the program. <br /> <br />At the request of Councilmember Klausing, Mr. Brownell <br />further defined the pilot program conducted by his firm. <br /> <br />Councilmembers Maschka and Schroeder also requested <br />more detail related to the timing of the pilot program <br />(January 2001 through April 2002); with Councilmember <br />Schroeder questioning the advanced technology available <br />today, and whether that would have impacted the results of <br />the study. <br /> <br />Mr. Brownell opined that the market was continually <br />changing, and progress was being made, but the market <br />was still unproven and material handling still in the <br />incubator stages. <br /> <br />Mayor Kysylyczyn sought clarification of the number of <br />contacts made to his office by Roseville residents, with <br />Mr. Brownell estimating approximately twenty (20) calls <br />that were tracked by location, not name. <br /> <br />Tony Pirkl, Weyerhaeuser Paper <br />Mr. Pirkl briefly reviewed the history of his firm; and <br />referenced the quality of paper the firm looked for, <br />reviewed various grades of paper and the percentage of <br />recovered fiber as it related t6 that paper grade. Mr. Pirkl <br />stated that single-stream quality paper is graded "c+" in <br />and discussed the amount of contamination (i.e., glass and <br />cans) found in the bales of material received for <br />processmg. <br /> <br />Gary Boyum, Waste Management Area Manager and <br />Steve Dunn, District Manager for the recovery facility <br />and Plant Manager <br />Mr. Boyum defended the statistics quoted previously as <br />actual representative information compiled from <br />operations in twenty-four (24) metropolitan communities <br />using single-stream collections. <br />
