<br />Regular City Council Minutes 08/04/03 <br />Page 12 <br /> <br />Mr. Dunn stated that his firm wanted to provide the <br />service desired by the residents and responded to a number <br />of the concerns expressed by staff and those raised at <br />tonight's meeting. Mr. Dunn spoke to the percentage of <br />recapture at the new facility; and testing, auditing and test <br />result confirmations on bales processed. <br /> <br />Further discussion among Councilmembers and Mr. <br />Boyum and Mr. Dunn included amended fee from $2.36 to <br />$2.49 and the built in three percent (3%) annual increase <br />over the five year amended contract; negotiated terms and <br />comparisons with other communities; amortization of carts <br />and subsidization or ownership; amend the contract now, <br />or comply with the pilot program parameters; other pilot <br />programs completed by Waste Management and favorable <br />survey returns; public information program needs; and <br />concerns regarding the lack of competition in future <br />bidding processes. <br /> <br />Mayor Kysylyczyn closed the Public Hearing at 8:23 p.m. <br /> <br />Councilmember Klausing opined that he was not in favor <br />of moving forward immediately to a single-stream and <br />was supportive of the motion to maintain the current <br />system and proceed with the single-stream pilot program. <br /> <br />Mayor Kysylyczyn requested and Mr. Pratt clarified the <br />current contract's provision for a pilot program, as part of <br />the original Request for Proposals (RFP's) with the pilot <br />anticipated in the first quarter of 2004, or as soon as <br />feasible, allowing for the implementation of the new <br />equipment at the facility and their ability to handle the <br />increased volume. <br /> <br />Councilmember Schroeder opined that he supported going <br />ahead with the single-stream collection, given the $70,000 <br />savings to be realized, rather than continuing status quo <br />only to implement the single-stream collection process at a <br />later date, with no savings realized. <br /> <br />Mayor Kysylyczyn echoed Councilmember Schroeder's <br />
