<br />Regular City Council Minutes - 08/04/03 <br />Page 14 <br /> <br />developers for proposed redevelopment of the Target <br />Retail Store and Department of Education sites in the <br />southwest quadrant of Highway 36 and Snelling Avenue. <br /> <br />Mr. Welsch introduced Ms. Joan Ahrens, Senior Real <br />Estate Manager for Target Corporation for the local and <br />Chicago markets; and Mr. Steve Wellington of Wellington <br />Management, who would present their conceptual plans to <br />improve, replace or redevelop their retail and office <br />quadrant, and discuss with Councilmembers what role the <br />City anticipated playing in the project beyond the typical <br />Planned Unit Development (PUD) process. <br /> <br />Mr. Welsch recognized several significant issues for <br />Council consideration including, traffic and alignment <br />implications at the County Road B and Snelling <br />intersection; how to improve the stormwater management <br />system between the Wellington Management property and <br />Zimmerman Pond, which consists of a major pipe; and the <br />opportunity presented with this proposed redevelopment <br />for the community. Mr. Welsch identified several related <br />to infrastructure, vacation of unnecessary right-of-way and <br />returning them to the private sector; removal or relocation <br />of older buildings; creation of more jobs; expansion of the <br />tax base; and improvement of the quality of the <br />environment. <br /> <br />Ms. Joan Ahrens, Target Corporation <br />Ms. Ahrens confirmed that this particular Target Store was <br />the original Target store and over forty (40) years old, <br />commonly referred to as "T -1," and was very distinct not <br />only to Roseville, but to company executives. Ms. <br />Ahrens advised that the Target Corporation was <br />committed to the Roseville community, but could not <br />renovate the current facility any further given it's age and <br />limitations; and had recently purchased additional land on <br />the east side of the building, anticipating a larger store, <br />and additional free-standing store pads; recognized the <br />many under-used areas; and opined that with redesign of <br />the retail and parking facilities, the area would flow more <br />effectively. <br /> <br />Replace "T-l" at <br />Snelling Avenue <br />between County <br />Road Band <br />Highway 36 (PF <br />3509) <br />
