<br />Regular City Council Minutes - 08/04/03 <br />Page 16 <br /> <br />schedule and impact to the neighboring properties; support <br />of rerouting accesses and vacations in the immediate area <br />and increasing green space; comments heard from citizens <br />regarding the problematic size of the Super Target stores; <br />and concerns regarding impacts to traffic along Commerce <br />Street. <br /> <br />Councilmember Schroeder sought confirmation that <br />Target Corporation was committed to the new construction <br />and demolition of the old store; provided historical <br />comments regarding the current facility; concerns <br />regarding intersection traffic flow and HarMar traffic <br />flow; delivery truck timing and parking for extended <br />times; and support for elimination of the frontage road. <br /> <br />Ms. Ahrens responded to delivery truck concerns by <br />clarifying that their facilities were not 24-hour operations, <br />and didn't receive deliveries at night, but realized their <br />heaviest delivery schedule between 9:00 a.m. and 12:00 <br />noon; they incorporated one (1) set of docks to eliminate <br />standing time and extended parking; and don't provide <br />space on the site plan for extended paring. <br /> <br />Councilmember Klausing expressed concern regarding the <br />physical building of the Super Target being <br />overwhelming, but expressed support of the proposed 04 <br />prototype and the more architecturally aesthetic look to the <br />building; echoed concerns regarding traffic and potential <br />run-off issues; and sought clarification on the type and <br />amount of assistance being sought from the City and why <br />a major retailer would need financial assistance from the <br />City under current budget constraints from state cuts; <br />expressed support of abandoning unnecessary rights-of- <br />way; and sought clarification on Wellington <br />Management's involvement. <br /> <br />Steve Wellington of Wellington Management <br />Mr .
