<br />Regular City Council Minutes - 8/11/03 <br />Page 2 <br /> <br />Roseville Visitors Association (RV A), Community <br />Development and Housing Redevelopment Authority <br />(HRA) <br />City Manager Neal Beets summarized the proposed 2004 <br />budgets for the City Council, Administration, <br />Communications, Recycling, Sister City Association, <br />Legal Program, and Elections. <br /> <br />Council questions were directed at a proposed citizen <br />survey; the Roseville Wrap; conferences and <br />memberships; the Sister City budget; the Roseville <br />Ambassador Foundation; the Suburban Rate Authority; <br />and the National League of Cities membership. <br /> <br />Finance Director Chris Miller summarized the proposed <br />2004 budgets for the Fire Relief Association; the Finance <br />Department; Central Services; General Insurance; <br />Information Technology; the License Center; and Lawful <br />Gambling. <br /> <br />Council questions were directed at the Fire Relief <br />Association (i.e., the timing of City contributions; the <br />ability to create a separate levy for the Fire Relief <br />Association; and the impact on fiscal disparities); staffing <br />at the License Center, reducing insurance premiums; on- <br />line license tabs; and out-of-state conferences. <br /> <br />Economic Development Director Cathy Bennett <br />summarized the proposed 2004 budgets for City and <br />Proj ect Planning; Economic Development; Building <br />Permits and Codes; and Geographic Information Systems. <br /> <br />Then, in her role as Executive Director of the Roseville <br />Housing and Redevelopment Agency (HRA), Ms. Bennett <br />summarized the proposed 2004 HRA Levy of $490,000. <br />Ms. Bennett discussed the demographics of Roseville, the <br />census trends, the goals of the HRA Housing Plan, and <br />proposed action steps for the HRA Housing Plan. <br /> <br />Mayor Kysylyczyn opined this was a public policy issue; <br />and questioned Councilmember Maschka's expressed <br /> <br />Regarding the <br />Following <br />Programs: <br />Administration, <br />City Council, <br />Finance, Roseville <br />Visitors Association <br />(RV A), Community <br />Development and <br />Housing <br />Redevelopment <br />Authority (BRA) <br />
