<br />Regular City Council Minutes - 8/11/03 <br />Page 3 <br /> <br />opposition to building up the HRA Fund, while supporting <br />a build up in the Infrastructure Improvement Fund. <br /> <br />Councilmember Maschka defended his public policy <br />stance as identified by Mayor Kysylyczyn with provision <br />for roadways and other infrastructure improvements as a <br />core responsibility of a municipality; while funding new <br />and! or housing improvements did not qualify as a core <br />service, and with government intervention, may actually <br />create unrealistic market conditions. Councilmember <br />Maschka opined his support of home improvements and <br />an attempt to resolve community housing issues, but <br />expressed concern that the HRA and their outlined goals <br />for 2004 was an appropriate vehicle, particularly related to <br />large multi-family buildings. <br /> <br />Ms. Bennett reiterated the various options under <br />consideration by the HRA, specifically in providing <br />programs to encourage property owners to invest in their <br />properties, while allowing rents to remain at a low enough <br />level not to displace residents; and concurred that some <br />projects were successes, while others were not. Ms. <br />Bennett further advised that it was the HRA's intent to <br />look at each project individually; to use the initial 2004 <br />budget year to review various components prior to <br />initiating the process. <br /> <br />Bill Majerus, BRA Chairperson <br />Mr. Maj erus summarized the various issues discussed by <br />the HRA since January 2003 and recognized the impact on <br />the community in their request for this levy, and <br />responded to where the community's investment would be <br />realized. Mr. Maj erus expressed appreciation for Council <br />comments and candor; reviewed short and long-term <br />goals; discussed housing issues related to quality of life in <br />Roseville and trends. Mr. Majerus concluded by seeking <br />Council support of the Levy request of $490,000 following <br />the HRA's extensive research and proposed <br />implementation of various programs. <br /> <br />Councilmember Maschka reiterated his concerns regarding <br />
