<br />Regular City Council Minutes - 8/11/03 <br />Page 4 <br /> <br />housing trends in the community, as well as state-wide; <br />commuting vs. location; schools; first-time homebuyers; <br />and the condition of existing housing stock. <br /> <br />Councilmember Klausing sought correlation of the <br />potential for artificial housing market projections; <br />affordable housing; building up the City and School <br />District's tax base; government's involvement housing <br />from a philosophical standpoint; deteriorating housing <br />stock in the community; and encouraged accomplishment <br />of City and HRA goals by determining a cause/effect <br />relationship. Councilmember Klausing, while opining that <br />he was not a proponent of HRA' s, stated that he had <br />concurred with the HRA's original vision statement and <br />it's use as the basis for initial discussions; but opined his <br />discomfort with the requested levy amount of $490,000 <br />and encouraged a more conservative approach until the <br />HRA had a year of operation to further refine their goals <br />and objectives. <br /> <br />Mayor Kysylyczyn opined that the Council couldn't <br />choose to cut proposed funding across the board, without <br />making a determination of which program would be <br />eliminated or curtailed. Mayor Kysylyczyn further <br />recognized the business community's support of the need <br />for work-force housing near area businesses; and <br />expressed his support of the HRA providing sound <br />management direction, similar to a Townhome <br />Association, and opined that the community's largest <br />problem with dilapidated housing stock was in multi- <br />family rentals, not single-family homes. <br /> <br />Councilmember Klausing clarified his comments <br />regarding the HRA Levy proposal, and cautioned that the <br />Council needed to be consistent in its direction to staff in <br />the "zero percent increase" for the 2004 Budget, which <br />included HRA levied monies. <br /> <br />Discussion continued, with Mayor Kysylyczyn opInIng <br />that he needed more time to consider the various programs <br />proposed by the HRA; and seeking further Council <br />
