<br />Regular City Council Minutes - 8/11/03 <br />Page 5 <br /> <br />comment as to specific program deletion, inclusion, or <br />reductions. <br /> <br />Councilmember Maschka opined that the HRA was <br />responsible for setting their preferred programs, following <br />direction from the City Council on a $200,000 or $490,000 <br />levy. <br /> <br />City Manager Beets stated that, in formulating his <br />recommendation for a $200,000 proposed 2004 HRA <br />Levy, he had considered two (2) programs: <br />1) Design Grant Loan Fund No. 490000 <br />contribution of $100,000 and proposed that the <br />HRA go one (1) year without a contribution; and <br />2) Contractor Payment Fund No. 72 in the proposed <br />amount of $200,000; stating that the HRA had <br />not identified a particular proj ect in which to <br />invest those monies, and depending on the level <br />of renovation, suggested that for a one (1) year <br />period, the HRA forego the actual expenditure <br />while budgeted funds would be available to <br />allow them to formulate the scope, nature and <br />details of their plan for a multi-family project; <br />and return the following year for actual project <br />funds. <br /> <br />Mayor Kysylyczyn sought clarification, which was <br />provided by Finance Director Miller, related to the need <br />for adoption of the HRA's Preliminary 2004 Levy by <br />September 15, 2003, along with other City Levies in <br />anticipation and for inclusion in the Truth in Taxation <br />notices provided to property owners. Mr. Miller <br />confirmed that adjustments to the resolutions were at the <br />Council's discretion, and could be amended at that <br />meeting as well. <br /> <br />City Manager Beets addressed another major budget <br />impact from his recommendations presented several weeks <br />ago, and related to pooling support staff for various <br />departments, several of which have not made their <br />presentations yet, but if approved providing potential <br />
