Report Regarding the Possible Termination of the Leaf <br />pick-Up Program and Elimination of the Compost Site <br />Mayor Kysylyczyn displayed two (2) individual flyers that <br />had been distributed within the conununity related to the <br />Council's discussion of continuation or discontinuation of <br />the leaf collection program and the compost site on Dale <br />Street. Mayor Kysylyczyn clarified the issue, clarifying <br />the misinformation that was provided; and cautioned the <br />distribution methods used for at least one of the flyers (i.e., <br />placing illegally in U.S. Post Office boxes). <br />Mayor Kysylyczyn assured the public and audience that <br />this information had not been distributed by the City or it's <br />staff, and encouraged those interested residents to contact <br />City staff or Councilmembers to receive the accurate <br />information related to this issue. Mayor Kysylyczyn <br />outlined the number of meetings where this issue had been <br />discussed, and the Public Hearing held by the Public <br />Works and Transportation Commission in January of <br />2003. <br />Kysylyczyn moved, Schroeder seconded, continuation of <br />the city's leaf pick up program and city leaf compost site; <br />to be established as an "enterprise-like" fund to provide <br />that users of the program pay for the program. <br />Mayor Kysylyczyn continued to review those comments <br />received in writing, through e-mail or phone contact with <br />City staff, and continent provided to Councilmembers; <br />opining that the majority of the continents appeared to <br />support continuation of the program, even with a fee. <br />Mayor Kysylyczyn further opined that other communities <br />did not provide this service, and that it falls into a taxpayer <br />subsidized program in its current form. <br />Councilmember Kough opined that the City offered <br />numerous other programs that were not used by residents <br />city-wide, but continued to be taxpayer subsidized; and <br />expressed his support for keeping the compost site open; <br />and possibly to consider charging more for the leaf <br />collection program; citing environmental issues should it <br />Possible <br />Termination of <br />Leaf pick-Up <br />Program and <br />Elimination of <br />Compost Site <br />
