Regular City Council Minutes - 8/18103 <br />Page 18 <br />be discontinued. <br />Mayor Kysylyczyn reiterated the intent of his motion, <br />opining that it could be funded similar to the golf course, <br />and managed by the City's professional management staff <br />to make it self sufficient. <br />Councilmember Klausing opined that, given the extensive <br />number of continents he received, he thought this was a <br />valuable program; further opining that the possibility of <br />the program's elimination without allowing adequate <br />public comment was of grave concern to the public. <br />Klausing moved, Maschka seconded, amendment of the <br />original motion to delete wording regarding "establishing <br />as an enterprise-like fund;" amending the motion to simply <br />state to continue the exlsting compost site and leaf <br />collection program. <br />Councilmember Maschka opined that the City needed to <br />continue the program, as it was initially run eleven (11) <br />years ago; and direct staff to make if work and run it as <br />efficiently as possible. <br />Councilmember Schroeder alluded to the number of <br />comments he had personally received; the percentage of <br />residents represented (estimated to be 1.3%); with an <br />almost equal number of comments for and against <br />continuation of the leaf collection program and the <br />compost site. Councilmember Schroeder opined that, in <br />consideration of the budget situation, if the leaf collection <br />program were continued, it would need to have a fee <br />established that would support the program; further <br />opining that the City would still be spending <br />approximately $40,000 for storm water and gutter <br />cleaning, thus making an enterprise fund a more sensible <br />alternative. <br />Councilmember Klausing encouraged Mayor Kysylyczyn <br />to hear public comment from audience members. <br />
