lZegular City Council Minutes - 8/18/03 <br />Page 19 <br />Mayor Kysylyczyn continued Council discussion <br />requesting a cost estimate for potential user fee from <br />Public Works Director Duane Schwartz. <br />Mr. Schwartz could not provide an estimated user fee <br />without additional information; and deferred to Finance <br />Director Chris Miller and City Attorney Scott Anderson <br />for a determination regarding the legality of establishing <br />an enterprise fund for the leaf collection and compost site <br />programs, staff would need time to provide educational <br />information to the public. <br />City Attorney Anderson requested time to research the <br />issue and return at a later meeting with additional <br />information prior to offering his opinion. <br />Public Works Director Schwartz reviewed the golf course <br />enterprise fund related to operational costs (i.e., site costs; <br />equipment, personnel; monitoring for illegal dumping; and <br />hours of operation). <br />Further discussion included illegal dumping; vacuum costs <br />for equipment and personnel; city reimbursement to the <br />proposed enterprise fund for city use of the equipment and <br />the site; and short and long-term consequences. <br />Councilmember Klausing requested additional time to <br />hear staff and City Attorney Anderson conunents related <br />to establishment of an enterprise fund. <br />Public Works Director Schwartz outlined several items <br />needing further consideration to make a determination <br />including, staffing; administration of the programs; ability <br />to implement the program this fall; rates to be charged to <br />encourage use of the program while making it self- <br />sustaining; and continuity of the programs. <br />Councilmember Maschka opined that historical experience <br />has shown that when a fee was charged for the leaf pick up <br />program, participation went down and operational costs <br />increased.
