Regular City Council Minutes - 8/18/03 <br />Page 20 <br />the most cost-effective operation was to allow staff to <br />operate the program, as reconllnended by the Public <br />Works and Transportation Commission, rather than <br />driving costs and fees up. Councilmember Maschka stated <br />that the original intent of the program was <br />environmentally driven to keep the leaves out of the storm <br />water system; which would seem to justify a flat fee <br />reflecting those costs through the storm water management <br />or water utility funds. <br />Further discussion continued related to direct and indirect <br />costs for the program and revenue sources; alternatives <br />available for residents outside the city-sponsored <br />programs; and the process for moving forward with a <br />decision. <br />Audience members sought recognition by Mayor <br />Kysylyczyn to provide comment. <br />Councilmember Maschka encouraged Mayor Kysylyczyn <br />to allow public comment. <br />Patricia Rose; 818 Sextant Avenue <br />Ms. Rose expressed disappointment that, given the <br />variation from original discussions at the Public Works <br />and Transportation Commission's Public Hearing, Mayor <br />Kysylyczyn was discouraging public comr~lent on the <br />issue at this time. Ms. Rose advised that, even though not <br />a parent, she as a taxpayer paid for school-related levies, <br />as well as parks and recreation programs, disagreeing with <br />Mayor Kysylyczyn's rationale in this issue. Ms. Rose <br />spoke in support of continuing both programs; and opined <br />that the issue concerned quality of life in the community <br />and it wasn't relevant if other conununities offered similar <br />programs; that Roseville was a unique community. <br />Jeff Grant, 1315 Burke Avenue West <br />Mr. Grant spoke in support of the programs; concurring <br />with Councilmember Maschka's recommendation to <br />continue the program, with funding provided through the <br />stormwater utility, as it benefited the entire community <br />
