Regular City Council Minutes - 8/18/03 <br />Page 21 <br />environmentally, whether they used either of the programs <br />themselves; and asked Councilmembers to come to a <br />collective agreement on this issue. <br />Anna Schuller, 350 Minnesota Avenue <br />Ms. Schuller spoke in support of continuing both <br />programs; citing her neighborhood's extensive use of the <br />compost site. Ms. Schuller confessed to distributing one <br />of the flyers, and was not aware of her illegal use of <br />mailboxes, but was simply eager to make the public aware <br />of the possible discontinuation of these programs and <br />encourage their comments to Councilmembers. Ms. <br />Schuller advised that she had researched previous minutes <br />where the programs had been discussed, and opined that, <br />at no time, was discontinuation of the program indicated. <br />Ms. Schuller requested that the Council concur to continue <br />the programs and work out the funding sources in future <br />meetings, but to keep it simple and spread it city-wide. <br />Ernie Willingbring, 832 Lovell Avenue <br />Mr. Willingbring spoke against continuing the leaf <br />collection program, opining that it was the responsibility <br />of residents to dispose of their own waste, at their own <br />expense. Mr. Willingbring expressed support of keeping <br />the compost site open, but eliminating the leaf collection <br />program; and that only those users of the program pay for <br />the program, not all residents. <br />Karen Foster, 675 West County Road C <br />Ms. Foster spoke in support of continuing the compost <br />site, even with a fee. Ms. Foster stated that she didn't use <br />the leaf collection service at this time, but she would <br />participate to keep it from being eliminated as a service <br />available to the community. <br />Mark Sackett, 344 Minnesota Street <br />Mr. Sackett, citing his expertise in holding a degree in <br />horticulture, and designation as a Ramsey County Master <br />Gardener, opined that the Council needed to find a <br />compromise on this issue; that mulching was healthy for <br />the lawn, private haulers were an option, and composting <br />
