The other 80% was the important stuff. <br />Here is the other d0o of the issue. <br />First, the issue is half money, half public policy. Maybe it is a little more about <br />public policy than money, because this issue has been discussed by council and staff for a <br />number of years, in good financial times and bad. <br />Over the years, the environmental laws have been strengthened. G~ith the laws today, <br />it is clear that yard waste, by either state or federal law, cannot be put in a landfill. <br />i~Iy understanding is that it may be illegal for you to put yard waste in your garbage can. <br />The leaf pickup program was created for reasons which do not apply today. <br />Do you neec a leaf dump and pickup program when for example, my garbage man takes <br />leaves and grass far free, and my company is one of the cheapest in the city. For a small <br />cne time fee, they eT%dn will give me a second barrel for yard waste, which they :gill also <br />empty weekly. My garbage hauler has a second truck which drives by my house anyways to <br />take the leaves and grass. Z have been using this for years and could not be more <br />pleased. They are prompt, courteous, and it doesn't kill my boulevard grass by stacking <br />up leaves, and they come every week on the same day as my regular garbage day. <br />The land the dump ~_s on is valuable. The city is 99o full, and you have to look at <br />every piece of land and make a determination if you are using it for the best and highest <br />use. While it probably is possible to put housing on that land, I have raised this use <br />issue with the idea that the city may have better "city" uses for the land. I know that <br />many people in the parks department or parks commission would support this opinion. <br />2 <br />
