<br />Regular City Council Minutes - 9/15/03 <br />Page 23 <br /> <br />would approve only a $200,000 HRA levy and not the <br />maximum levy. <br /> <br />Schroeder moved an amendment, Kysylyczyn seconded, <br />the motion to reduce the $275,000 HRA allotment from <br />the Arona land sales proceeds to $94,000; and included an <br />allotment of $500,000 toward the proposed Community <br />Center proj ect. <br /> <br />Councilmember Klausing recommended the motion allow <br />more flexibility and not provide explicit specificity as to <br />the allotment of funds, simply stating the funds were set <br />aside for future city use. <br /> <br />Further discussion ensued, without consensus, on the <br />allotment of the future use of city funds. <br /> <br />Schroeder moved an amendment, Kysylyczyn seconded, <br />for consensus purposes, to provide for $94,000 in Arona <br />land sale proceeds for use by the HRA in developing <br />affordable workforce housing at Arona; and the remainder <br />of the land sale proceeds allotted for future city use. <br /> <br />Kough moved an amendment, Kysylyczyn seconded, <br />earmarking $1 Million of proceeds for a future Roseville <br />Community Center. <br /> <br />Councilmember Klausing expressed his lack of support for <br />Councilmember Kough's amendment. <br /> <br />Roll Call <br /> <br />Ayes: None. <br />Nays: Schroeder, Klausing and Kysylyczyn. <br />Abstentions: Kough <br /> <br />Mayor Kysylyczyn repeated the original motion, as <br />amended for $2 Million in Tax Increment Financing (TIF) <br />proceeds; $1.1 Million for development costs; $1.28 <br />Million for land sale proceeds; $94,000 transferred to the <br />Housing and Redevelopment Authority (HRA) for <br />affordable workforce housing at Arona; with the <br />
