Regular City Council Minutes -10/13/03 <br />Page 9 <br />Al Sands, 2612 Aldine <br />Mr. Sands expressed appreciation to Ryan Companies for <br />their development of the Center Point project, but opined <br />that the Twin Lakes District was another thing, and <br />expressed his lack of support for a master developer, and <br />that the City Council needed to serve as the master <br />developer, utilizing the expertise of staff. <br />Further discussion ensued related to the goals and <br />parameters of the City Council; existing tax increment <br />financing excess available to assist with this project; the <br />need for grants and legislation to acconunodate additional <br />funding requirements; cooperation of various <br />development-specific parties; pollution clean up; various <br />phases of the development; current versus future <br />1~-iarkctab~l~ty of the property; accommodat~orl of an aging <br />tax base, and the potential for a substantially increased tax <br />base through this project. <br />Councilmember Maschka reiterated his concern that a <br />comprehensive approach be used for the future of this <br />development. <br />City Manager Beets recommended that the Council take <br />action on the motion before them, and consider an <br />additional motion directing staff to work with residents, <br />developers and other parties to develop the remaining <br />acres at Twin Lakes and bring information forward to <br />future council action related to environmental issues, <br />transportation and other policy-related details. <br />Councilmembers concurred. <br />Roll Call <br />Ayes: Maschka, Klausing, Kough, Schroeder, and <br />Kysylyczyn. <br />Nays: None. <br />Klausing moved, Maschka seconded, to direct staff to <br />confer with community members, developers, <br />
