<br />Regular City Council Minutes -10/20/03 <br />Page 11 <br /> <br />which were of exterior materials similar to those of the <br />golf course country club building. Mr. Welsch further <br />advised that the grading concept plan had been completed; <br />utility vacations were anticipated; access would be strictly <br />fron1 Fullham Street; two-stall garages were planned for <br />each town home along with cross-parking easements and <br />overflow parking on the country club site as needed. Mr. <br />Welsch noted that each townhome had a unique walk-up <br />entry and those units had a low profile, while the <br />condon1inium building was three-stories with peaked <br />entries. Mr. Welsch further noted that development <br />impacts included significant wetland upgrading, as well as <br />significant mature tree removal. <br /> <br />Mr. Welsch advised that staff and the developers had been <br />in contact with MnDOT related to additional traffic from <br />the developn1ent and impacts to Roselawn and State <br />MnDOT plans for Highway 280. Mr. Welsch noted that <br />staff had reviewed lighting and screening plans for <br />mechanical units; and that the City's Public Works <br />Departn1ent and the Rice Creek Watershed District would <br />be reviewing final plans, with staff anticipating their <br />approval. <br /> <br />Mr. Welsch noted that staff was recommending approval; <br />and that the Planning Commission, on a 5/1 vote, <br />recon1n1ended approval of the four proposed actions. <br /> <br />Counciln1ember Kough opined that it appeared to be a <br />great plan and project; noted that the owners of Midland <br />Hills had been anticipating such a proj ect for a number of <br />years; and recognized their addressing the runoff issues <br />and new taxes generated. <br /> <br />Counciln1ember Schroeder requested further clarification <br />on landscaping plan for the east property line buffer area <br />between residential properties. <br /> <br />Mr. Welsch advised that Brower and Associates had <br />already prepared a favorable landscape plan, and while <br />tree for tree replacement could be accomplished, it <br />
