<br />Regular City Council Minutes -10/20/03 <br />Page 3 <br /> <br />Commissioner McDonough proposed the IT Initiative <br />would proceed with development of a policy board <br />consisting of one elected official from each entity, as well <br />as one senior staff person from each entity; and later <br />pursue a proj ect manager and proj ect team, each charged <br />with a specific task (i.e., communications or technology) <br />related to future needs and joint purchasing opportunities <br />as a cost saving methodology for taxpayers. <br />Commissioner McDonough advised that the goal of the <br />initiative would be to increase efficiencies across the <br />board in overall business methodology and practices. <br /> <br />Commissioner McDonough recognized the leadership of <br />Roseville to-date in the IT field, and anticipated the value <br />of the community's experience and expertise to the policy <br />board. Commissioner McDonough advised that the City <br />was under no obligation, could participate in the initial <br />formation of the board and opt out at any time in the <br />future, with no initial expenditure other than staff time and <br />resources. Mr. McDonough anticipated that the study <br />would take eighteen (18) months, with future development <br />outlined at the conclusion of the study; and concluded by <br />encouraging the City of Roseville to commit to participate <br />for eighteen months. <br /> <br />Councilmember Kough expressed appreciation to <br />Con1missioner McDonough for his presentation, and <br />recognized the potential value of such a study. However, <br />Councilmember Kough expressed concern that Ramsey <br />County historically didn't providing adequate responses <br />and/or services in other areas (i.e., street, boulevard and <br />right-of-way maintenance requests), and questioned the <br />intent and value of pursuing this venture. <br /> <br />Commissioner McDonough responded that it was Ramsey <br />County's intent to maximize and reallocate resources (i.e., <br />funds and manpower) to provide better service at a lower <br />cost through better utilization of those resources and <br />global versus local focusing. <br /> <br />Councilmember Maschka requested comment from <br />
