<br />Regular City Council Minutes - 10/20/03 <br />Page 4 <br /> <br />Finance Director Chris Miller, who supervises the City's <br />IT efforts. <br /> <br />Finance Director Miller advised Councilmembers that the <br />City of Roseville currently had Joint Powers Agreements <br />(JP A's) with seven (7) other municipalities, with another <br />two (2) anticipated in the near future for Council <br />consideration. Mr. Miller opined that the County was <br />looking into similar cooperative efforts on a broader basis, <br />with more of a policy board structure incorporated into the <br />proposal. Mr. Miller further opined that the City had a <br />good business model currently operating utilizing a staff <br />of three (3) IT personnel; but would be open to Council <br />direction as to their desire to commit senior staff to the <br />study, recognizing that evening meetings would be more <br />viable for staff, as most of their IT troubleshooting was <br />during daytime work hours. <br /> <br />Commissioner McDonough advised that the meeting time <br />and frequency would be determined by the proj ect <br />management team as they defined work group roles, <br />reporting and recommendations to the policy board. <br /> <br />Councilmember Maschka opined that the amount of IT <br />within the City has allowed Roseville to keep the cost to <br />taxpayers at a minimum, and expressed concern in moving <br />up a level. <br /> <br />Conunissioner McDonough concurred with <br />Councilmember Maschka's concerns, stating that it was <br />not a goal of the County to add more bureaucracy or <br />unresponsiveness to citizen needs. <br /> <br />Councilmember Klausing concurred with Councilmember <br />Maschka's comments, and opined that the City of <br />Roseville would appear to be bringing the "lion's share" of <br />expertise to the table and doesn't appear to be equitable <br />for the City for full participation at this time. <br /> <br />Finance Director Miller opined that the City's IT staff <br />initiatives had made Roseville very progressive for a <br />
