<br />Regular City Council Minutes - 11/24/03 <br />Page 28 <br /> <br />were provided to taxpayers through adequately trained <br />employees. <br /> <br />City Manager Beets advised that in discussions with <br />Department Heads, it was their request that discretion be <br />allowed to the Department Heads to determine priorities <br />that applicable training needs were met for each <br />department in an effort to meet continuing professional <br />accreditation requirements in the most cost-effective <br />n1anner. <br /> <br />Mayor Kysylyczyn sought consensus for the actual <br />an10unt of reduction for training; recomlnending that an <br />amendment be included that monies were only <br />appropriated for training/conferences within a five-state <br />area. <br /> <br />Further discussion ensued regarding whether the City <br />Council was included in this reduction of training/out-of- <br />state conferences; whether the City Council should lin1it <br />the range of travel; and flexibility of the previously-passed <br />motion banning all out-of-state travel for staff and elected <br />officials that remained as a standing directive. <br /> <br />City Manager Beets noted one example in the Parks and <br />Recreation Department where the City was seeking <br />accreditation, and it would be advantageous for the City if <br />the Parks and Recreation Director were able to attend the <br />national conference in 2004, with the location as yet to be <br />determined. <br /> <br />Kysylyczyn amended his original n10tion, Klausing <br />seconded, reduction of out-of-state conferences/training <br />for staffby $5,000. <br />Roll Call <br />Ayes: Maschka, Schroeder, Kough, Klausing and <br />Kysylyczyn. <br />Nays: None. <br /> <br />Su ested Reduction <br />Reduce contribution to the Roseville <br /> <br /> <br />ested Amount <br />$2,500 - $5,000 <br />
