Ms. <br />Thompson also noted the property owners' inability to expand <br />their garages or rebuild sheds as they no longer met setback <br />requirements. Ms. Thompson opined that the only benefit <br />received would be the variance for an 8' uniform fence to buffer <br />traffi c. <br /> <br />Ms. Bloom clarified that staff s recommendation as presented to <br />the City Council, did not include any residential assessments. <br /> <br />Mr. Soler clarified, at Mayor Klausing's request, the County's <br />purchase of property, mostly back yards, for temporary <br />easements. <br /> <br />Patrice Timm, 1420 Talisman Curve <br />Ms. Timm opined that the residential property owners received <br />no benefit from the reconstruction of County Road C; and further <br />opined that their property size and value had decreased. Ms. <br />Timm noted that she had lost an entire 40-year old, 80' lilac <br />hedge, eliminating wildlife habitat and a natural buffer; while <br />gaining an 8' barrier fence that she would need to maintain. Ms. <br />Timm sought assurance that the residential property owners <br />would not be assessed. <br /> <br />Ms. Bloom again clarified that staff s recommendation as <br />presented to the City Council, did not include any residential <br />assessments. <br /> <br />Further discussion included staff s proposed assessment <br />recommendations and costs; previous assessments of the church <br />at the intersection of County Road C and Hamline Avenue and <br />previous assessments paid for access off Hamline Avenue, in <br />addition to residential zoning of the church. <br /> <br />Mayor Klausing closed the Public Hearing at 7:05 p.m. <br /> <br />Maschka moved, Pust seconded, adoption of Resolution No. <br />10390 entitled, "Resolution Ordering the County Road C, Phase <br />II, Streetscape Project." <br /> <br />Roll Call <br />
