Ms. Bloom noted that the project would be bid and go to construction this summer, advising that property owners would be kept informed by the County and or City as per normal process; and that the community should anticipate detours during the construction project. Maschka moved, Pust seconded, adoption of Resolution No.10391 entitled, "Resolution Ordering the Reconstruction of County Road C, Phase II." Discussion included funding for the Streetscape project and the City's competitive engineering and plan development staff costs from the General Fund. Pubiic Comment Wayne Heiman, 1412 Talisman Curve Mr. Heiman expressed his concerns regarding the little room for snow storage between the sidewalk on the north side and the proposed fence from Pascal to Sheldon, and questioned why beautification was even being considered on that side of the street. Mr. Heiman questioned the expense of shrubbery and trees in the limited space; opined he was adamant regarding no fire hazardous materials or high maintenance plantings along the fence; and spoke to City practice for maintenance of the boulevard, and his participation in the maintenance above and beyond that performed by City crews. Mr. Heiman also expressed concern regarding snow plowing and storage of treated street snow for maintenance and preservation of the fence and plantings. Ms. Bloom noted that the streetscape would be maintained by the City; and staff would work with the Task Force and property owners to develop final plans, and reach a consensus for the entire project area from Oxford to Long Lake Road; with due consideration given to area concerns and logistics.
