City Council Regular Meeting - 04/24/06
Minutes - Page 15

Mayor Klausing attempted to clarify the process.

Councilmember Kough expressed his concern that his items be
considered for discussion and action at tonight's meeting;
specifically Item 6.c entitled, "Request of Councilmember
Kough for a Motion to Instruct Staff to Apply for State and
Federal Funds for a One-Half Mile Pathway on Fairview Avenue
from County Road B to Roselawn Avenue."

Mayor Klausing clarified that with Council majority consensus,
any item could be added for discussion on a specific agenda, as
per the adopted resolution for processing requests.

Klausing moved, Ihlan seconded, to consider Item 6.a entitled,
"Request of Councilmember Kough for a Motion to Add
Assistant City Manager to the Title of Community Development
Director" for discussion at tonight's meeting.

Roll Call
Ayes: Ihlan; Kough; Maschka; Pust and Klausing.
Nays: None.

Councilmember Ihlan sought to move consideration to set a
public hearing for possible imposition of a liquor penalty as
previously discussed.

Mayor Klausing indicated that City Attorney Anderson had
advised that deleting the discussion from tonight's agenda was
not a function of not wanting it on the agenda, but notice by the
City Attorney that they were still in-process with their legal
opInIon.

Councilmember Ihlan questioned the performance of the City
Attorney and whether or not that needed Council review at this
time; noting her original request that discussion be included at
the April 10, 2006 meeting.

Mayor Klausing, as Chair, determined that both the liquor
violation, as well as the Ethics Resolution discussion, would be
heard at the May 8, 2006 meeting unless Councilmembers were

8, 2006 City
Council Meeting
