Organizational Business <br /> <br />E-1 <br />thru <br />E-3 <br /> <br />I(ysylyczyn recognized Schroeder. <br /> <br />Schroeder moved, Kough seconded, items E-1-E-3, 2002-2003 City <br />Council Standing Rules of Procedure, as revised by Schroeder and <br />dated January 3, 2002, proposed Council Liaison Assignments, and <br />a proposed 2002 Meeting Schedule/Calendar of City Council <br />Meetings. <br /> <br />I(ysylyczyn asked Schroeder for his report. Maschka raised a point <br />of order relating to the process being followed. . Schroeder <br />described his process for drafting the proposed rules. Schroeder <br />then reviewed each proposed revised rule. Schroeder also reviewed <br />the Council Liaison Assignn1ents (agenda iteln E-2) and his <br />proposed 2002 Meeting Schedule/Calendar of City Council <br />Meetings (agenda item E-3). Kysylyczyn asked about Jalnnik's <br />legal opinion relating to the proposed Rules of Procedure. <br /> <br />I(ysylyczyn then indicated he would take public con1ment for 3 <br />n1inutes per speaker. <br /> <br />Dick Lambert: Asked the Council to keep the current rules for 3-6 <br />months to see if the new rules were truly necessary. <br />Janet Olson: Wanted to explore the applicability of Rule 12, <br />relating to appointments. <br />Joanne Cushn1an: Spoke in favor of a Council-Manager form of <br />Government. <br />Georgianna Sobola: Remarked about en1ployee-Council <br />con1n1unication. <br />Ed Burrell: Talked about a Council Melnber's bond with the voters <br />and delegating one's vote to another Inelnber of the Council; and <br />asked about when proceedings will be televised and when the public <br />can comment under the proposed standing rules. <br />Jerry Freeman: Asked about expenditures, budgets, and Mayoral <br />appointments. <br />Joe Slnith: Commented upon Mayoral power, the Council-Manager <br />form of government, and the n1essage the proposed rules send to <br />City Staff. <br />Tom I(elly: Concurred with Mr. Lambert, and encouraged the <br /> <br />2002-2003 <br />City Council <br />Standing Rules <br />of Procedure <br />
