<br />City Council Study Session - 05/15/06 <br />Minutes - Page 19 <br /> <br />commitments the City Council may be interested in <br />to gather further input; <br />4) Revisit the cunent and future funding of the park <br />improvement program (PIP); <br />5) Review and update related materials (i.e., parks and <br />recreation systems plan; park improvement plan <br />[PIP]; comprehensive plan; planning and zoning <br />codes; park dedication ordinance and fees; street <br />tree master plan; etc. <br />6) Implement a neighborhood/community planning <br />process to create/update individual park master <br />plans as well as overall system plan; <br />7) Creation of an enhanced Horticulture/Forestry <br />Division; <br />8) Implement invasive <br />applicable funding <br />buckthorn, etc.); <br />9) Initiate tree preservation and replanting initiatives <br />to protect and enhance Roseville trees for future <br />generations; <br />10) Review and adopt development policies related to <br />tree preservation and open space requirements in <br />the City; <br />11) Review and enact a "no net loss" policy for park <br />land, similar to Ramsey County; <br />12) Incorporate security cameras and/or emergency call <br />boxes (phones) in each new park! open space to <br />enhance personal security for park users. <br /> <br />plant control measures and <br />(i.e., purple loosestrife, <br /> <br />Councilmember and staff discussion included tree sales <br />and fundraising potentials; research of other communities <br />and their proactive approaches to identified objectives; <br />existing park acreage of 680 acres, twice that of the <br />average community; park allocation in each district of the <br />community; and shifting funds back into the PIP to <br />preserve the city park assets from Public Works, Police <br />and Fire Departments that have been enhanced over the <br />last few years. <br /> <br />Staff was directed to review the former Capital <br />Improvement Plan developed for the park system in the <br />
