<br />City Council Study Session - 05/15/06 <br />Minutes - Page 2 <br /> <br />Myllenbeck's suggestion; noting that the Lions' Club had <br />previously expressed a willingness to fund the signage; and <br />encouraged the City Council to move ahead with the <br />signage before the 2007 budget process. <br /> <br />Mr. Myllenbeck noted that he was speaking as an <br />individual citizen, and not representing the Lion's Club; but <br />was confident the Club would support funding the signage, <br />with the City Council's approval of various organizations' <br />emblems being included. <br /> <br />B. John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn raised the issues he'd stated at previous <br />meetings regarding the City Manager's alleged violations <br />of long-standing City policy regarding accepting donations <br />without City Council approval; and his waiving of liquor <br />license compliance violation penalties. Mr. Kysylyczyn <br />reviewed issues related to the Gift Policy and Ethics <br />Resolution; and the 1990 adoption of a Donation Policy, <br />later amended in 1996. Mr. Kysylyczyn encouraged the <br />City Council to take action regarding the actions by the <br />City Manager. <br /> <br />2. <br /> <br />Update about the North Suburban Communications <br />Commission (NSCC), Community Television, and Legislation <br />Executive Director of NSCC, Coralie Wilson, was present to <br />speak, as well as having provided written information in the <br />agenda packet. <br /> <br />Ms. Wilson reviewed the background, formation and <br />membership of the North Suburban Cable Commission (NSCC), <br />established by the ten member cities; and the North Suburban <br />Access Corporation (NSAC) as a non-profit corporation charged <br />with managing the community access channels, equipment and <br />facilities, as well as training citizens in production of programs. <br />Ms. Wilson noted that, while two separate corporations, they are <br />served by one Board of Directors. <br /> <br />City Manager Neal Beets advised that the City of Roseville <br />annually funds $260,000 to the NSCC; with $60,000 returned for <br />support activities of the Commission, and the remainder used for <br /> <br />Update about <br />North Suburban <br />Communications <br />Commission, <br />Community <br />Television, and <br />Legislation <br />
