<br />City Council Study Session - 05/15/06 <br />Minutes - Page 3 <br /> <br />cable casting City Council meetings; funding for two City <br />employees; and the City's newsletter. <br /> <br />Ms. Wilson discussed rate regulation; equipment and installation <br />rates; federal law authority and restrictions; the status of state <br />and federal legislation; and recent cooperative agreements with <br />Ramsey County to connect from their downtown facility to their <br />Arden Hills facility. <br /> <br />Ms. Wilson further reviewed the Access Corporation side, <br />known as C-TV, now celebrating its 15th Anniversary; and the <br />volunteer staff; remote production vehicles (2); provided a copy <br />of both the NSCC and NSAC 2006 budgets; reviewed planned <br />work for additional web streaming services; and noted that the <br />Access Corporation's lease (sub-leased from the Cable <br />Company) with the School District would expire in 2008, noting <br />that the existing building needed major repairs, and that the <br />corporation was looking for a better location, and would be <br />continuing dialogue with staff and City Councilmembers <br />regarding that situation. <br /> <br />Ms. Wilson spent considerable time reviewing pending <br />legislation strategic to and impacting the City's and Cable <br />Company's interests, specifically House File HR5252 and Senate <br />File S2686, and their respective processes, impacts to rights-of- <br />ways management interests in the City; and strongly encouraged <br />Councilmembers and residents to contact the entire Minnesota <br />legislative delegation to express their concerns. <br /> <br />Council discussion with Ms. Wilson included adoption of a <br />resolution of support from the City; and involvement and <br />lobbying activities of the League of Minnesota Cities and other <br />lobbying groups expressing city interests. <br /> <br />Mayor Klausing thanked Ms. Wilson for her presentation. <br /> <br />3. <br /> <br />Discuss City Council Goals for the Next 12 Months, as <br />Identified in the Special Council Meeting on April 22, 2006 <br /> <br />City Council Goals <br />for the Next 12 <br />Months, as <br />Identified in the <br />Special Council <br />
