Ms. Wilson discussed rate regulation; equipment and installation rates; federal law authority and restrictions; the status of state and federal legislation; and recent cooperative agreements with Ramsey County to connect from their downtown facility to their Arden Hills facility. Ms. Wilson further reviewed the Access Corporation side, known as C-TV, now celebrating its 15th Anniversary; and the volunteer staff; remote production vehicles (2); provided a copy of both the NSCC and NSAC 2006 budgets; reviewed planned work for additional web streaming services; and noted that the Access Corporation's lease (sub-leased from the Cable Company) with the School District would expire in 2008, noting that the existing building needed major repairs, and that the corporation was looking for a better location, and would be continuing dialogue with staff and City Councilmembers regarding that situation. Ms. Wilson spent considerable time reviewing pending legislation strategic to and impacting the City's and Cable Company's interests, specifically House File HR5252 and Senate File S2686, and their respective processes, impacts to rights-of- ways management interests in the City; and strongly encouraged Councilmembers and residents to contact the entire Minnesota legislative delegation to express their concerns. Council discussion with Ms. Wilson included adoption of a resolution of support from the City; and involvement and lobbying activities of the League of Minnesota Cities and other lobbying groups expressing city interests.
