Further, the League of Minnesota Human Rights Commissions <br />encourages all Minnesota organizations and communities to develop such <br />education, programs and activities that enable and support inclusion of all <br />persons. <br />• Pendinq. <br />Bias/Hate Crimes: <br />Bias/Hate Crimes occur when a perpetrator or perpetrators target a victim <br />because of his or her perceived membership in a certain group, usually defined <br />by race, ethnicity, nationality, religion, sex, sexual orientation, gender identity, <br />ability, age, class, social status or political affiliation. <br />Therefore, the League of Minnesota Human Rights Commissions encourages all <br />units of government in Minnesota to establish Bias/Hate Crime Ordinances, Laws <br />and Response Plans to protect all residents of the State. This will include <br />initiatives within each community for education and awareness programs to <br />eliminate the root causes of Bias/Hate crimes and develop broad community <br />partnerships to design and implement programs that create welcoming <br />communities for all persons. <br />• Pending. <br />Recommendation 2: <br />The Public Policy Committee proposes that the League provide "footnotes" for <br />each issue indicating references for resources and further information on League <br />or other websites. <br />• Pending. <br />Recommendation 3: <br />The Public Policy Committee requests direction from the Board to develop a set <br />of policy criteria to be used by the Board to consider which organizations merit <br />being "endorsed" or considered "partners" for each issue. <br />• Pending <br />Submitted for Board consideration by Arnie Bigbee (Edina), Libby Fairchild (Chaska), <br />Peg Flaherty (New Hope), Gary Grefenberg (Roseville), Virginia Klevorn (Plymoth), and <br />Becky Kroll (New Brighton). <br />
