<br />City Council Study Session - 07/17/06 <br />Minutes - Page 6 <br /> <br />water quality; the role of the Watershed District; and volunteering <br />monitoring of water quality. <br /> <br />Commissioner Neprash, in conjunction with water quality issues, <br />discussed the area of pesticide application and notification to <br />neighbors around properties where they're being applied; signage and <br />notification methods; complications in state law pre-empting local <br />control, while leaving room for some local control; and questions <br />recently sent to the City Attorney by the PWETC pending the <br />commission's discussion of different approaches, most likely through <br />City Ordinance, for eventual presentation to the City Council for their <br />consideration. <br /> <br />Councilmember Ihlan expressed interest in following up on the <br />pesticide and herbicide issue; water quality as a project for research; <br />and how governmental agencies interact in various areas and how best <br />to navigate the various levels of government related to water quality. <br /> <br />Upon Councilmember Kough's mention of the city-wide problem of <br />geese, Chair Wilke reiterated his frustration that the PWETC was not <br />utilized by the City Council to address citizen concerns regarding <br />issues, but rather those issues took Council time from other policy <br />items needing action. <br /> <br />How can the PWETC communicate more effectively with the <br />Council? <br />Mayor Klausing encouraged the PWETC to alert the City Council, <br />through staff, of items needing to be on the Council's agenda for <br />presentation by the PWETC and to allow the City Council to <br />determine whether to pursue those issues or to direct to staff for further <br />study and research; or to refer them back to the PWETC. <br /> <br />Is there a role for the PWETC in the Council goal to be more <br />proactive in regional and state transportation discussions? What <br />other goals do you have for the PWETC? <br />Chair Wilke encouraged the City Council to make more use of the <br />PWETC; ongoing discussions at the PWETC-level of the <br />Transportation Model process; their probable review of the proposals, <br />as well as staff's analysis, for recommendation to the City Council; <br />and the past work of the PWETC regarding the TranStop Bus Shelters. <br />
