Consider Direction to Staff Regarding a Building Staff Direction <br />Facilities Program Building Facilities <br /> <br />Schroeder moved, Kysylyczyn seconded, to open the <br />topic of VI. B. for discussion. <br />Schroeder spoke in favor of moving forward. <br />Kysylyczyn explained the reasoning in favor of splitting <br />these items. Kysylyczyn indicated the priorities could be <br />reunited as one project. <br />Kough wondered what our citizen advisory bodies n1ight <br />recommend. <br />Kysylyczyn commented on splitting projects, voter <br />acceptability, sales tax bonding, and seeking community <br />partners. <br />Schroeder spoke about his desire to move forward. <br />Maschka spoke about the process and his concerns about <br />the recession, coordination, and creating consensus. <br />Kysylyczyn responded about process and team building. <br />Beets indicated staff could report back to the Council on <br />March 11. <br />Kough spoke in favor of a March 11 th staff presentation. <br />Klausing spoke in favor of receiving a space needs <br />analysis, the fire location study, and a copy of the former <br />City Center Task Force Study. <br />Kysylyczyn spoke about devoting time to this subject. <br />Maschka spoke about staff developing a work program <br />and a decision-making tree, and integrating the numerous <br />components through a time-line. <br />Kysylyczyn asked for a scenario analysis focusing on <br />November '02, '03 and '04. <br />Schroeder discussed the value of a critical path analysis <br />and a decision-making tree. <br /> <br />Klausing moved, Kough seconded, that by March 11 th <br />staff prepare and present a critical path, decision-making <br />tree utilizing multiple deadline schedules regarding city <br />infrastructure needs. <br /> <br />Roll Call, Ayes: Kough, Schroeder, Klausing, Maschka <br />and Kysylyczyn. Nays: none. <br />
